Ambassador of Belarus to Kenya D.Krasouski delivers a statement at the 175th meeting of the UNEP Committee of CPR

On Septemeber 16, 2026 Ambassador of Belarus to Kenya and Permanent Representative of the Republic of Belarus to the United Nations Environment Programme (UNEP), Mr. Dzmitry Krasouski, delivered a statement addressing the sustainability and inclusivity of the international financial architecture that supports global environmental action. 

The Belarusian diplomat drew the participants' attention to an issue regarding the Belarus regular contribution under the Montreal Protocol, the payment of which had been rejected by a correspondent bank citing sanctions. 
The Head of the Belarusian diplomatic mission emphasized that such practices create a systemic vulnerability, whereby the ability of states to fulfill their financial obligations to multilateral environmental mechanisms becomes directly dependent on the decisions of financial institutions in third countries.

To strengthen the resource mobilization system and shield environmental funding channels from geopolitical turbulence, the Belarusian side proposed that UNEP leadership consider a set of measures to reform payment mechanisms: 
 — expanding the methods and modalities by which environmental funds can accept financial contributions; 
 — exploring the legal and operational feasibility of maintaining UN accounts in a broader range of international currencies, including the Chinese yuan, Indian rupee, Russian ruble and South African rand, rather than relying predominantly on the US dollar.
